Management Analyst

Management Analystis $46,363 - $67,475.
Starting salary will be between the minimum and midpoint, dependent upon qualifications and experienceNATURE OF WORK Professional managerial position that has considerable interface with all Village departments and community leaders.
Responsible for a variety of programs, projects, and functional areas including customer service, contractual services, and strategic initiatives.
Work involves planning, coordinating, facilitating, and directing operations, as well as developing and implementing special initiatives and projects.
Performs a variety of highly responsible, complex, and confidential administrative tasks and provides independent management support to the Village Manager's office, other Village departments, and Village Council as assigned.
ESSENTIAL FUNCTIONS OF WORK Conducts research and develops recommendations on organizational and Villagewide initiatives, work methods, operating policies and procedures, programs, and services.
Writes reports and conducts analyses to develop recommendations concerning policy issues, Village services, programs, and operations.
Coordinates reports and meetings that involve various Village departments and staff members on behalf of the Village Manager.
Manages a variety of projects from initiation and research to making recommendations to senior leadership on the various phases of project implementationo Defines project scopes, goals, and timelines; monitors progress towards completion; provides regular updates to senior leadership.
Reviews and manages contractual service contracts for Village services.
Represents the Village Manager at various meetings and participates on various commissions, outside government agencies, non-profits, and other citizen groups relative to goals, actions, and activities of the Village.
Identifies, researches, and implements corrective actions related to or in response to citizens' concerns.
Manages selection of project consultants as well as related contracts.
Serves as back-up in the absence of several Village positions, as required.
REQUIREMENTS OF WORK Graduation from an accredited college or university with a bachelor's degree in public or business administration, or related field preferred or any equivalent combination of training and experience which provides the following knowledge, abilities, and skills:
Knowledge of Village operations, principles, practices and policies and procedures related to department work.
Ability to use a computer and Microsoft Word, Excel, PowerPoint, and Outlook proficiently.
Comprehensive knowledge of administrative principles, methods, and practices including strategic planning, goal setting, program and budget development, program development and implementation, and project management.
Ability to compose correspondence using proper grammar and punctuation.
Ability to patiently communicate with internal and external stakeholders, explaining complicated or technical systems to general audiences in order to educate or provide information to the public.
Ability to accurately respond to questions in prompt, thorough, understandable and effective manner; both orally and in writing.
Ability to create positive interactions with co-workers in spite of challenging circumstances.
Ability to use independent judgement, common sense, and principals of influence and rational systems in the performance of tasks.
Ability to develop and standardize procedures and methods to improve the efficiency and effectiveness of services, projects, and activities.
Ability to plan, organize, administer, and coordinate a large variety of complex Village services and programs; analyze a variety of complex issues.
Ability and interest in delivering quality services in an economical and efficient manner and in developing and maintaining excellent relations with the Village Council and department heads.
Ability to work with a variety of individuals and to formulate consensus among group members.
Ability to use initiative and judgement within established guidelines, to organize work, set priorities and follow-up on assignments with minimal supervision.
Ability to establish and develop positive working relationships with community stakeholders, Village Councilmembers, members of the management team and all other staff.
Ability to work independently, but possess a willingness to seek direction and assistance when needed.
NECESSARY SPECIAL REQUIREMENTS Possession of valid Ohio Driver's License.
